You choose. Most common: same attorneys for both (consistency and simplicity). But different attorneys can be designated: e.g., spouse for Health (emotional proximity), child or trusted friend for Property (financial competence). I help structure.
The Health & Welfare LPA only becomes enforceable IF you lose decision-making capacity. While you're capable, you keep full control. The Property LPA can be used even while you're capable (e.g., during long travel), depending on your choice at drafting.
Yes technically. But I advise against: both LPAs must be registered with OPG to become enforceable. Better to register both now (while you're capable) and only USE them when needed.
